The Pakistan Medical and Dental Council (PMDC) issued a tuition fee notification on 11 August 2026 approving institution-specific annual tuition fee caps for 16 private medical and dental colleges. The caps take effect immediately and are binding on all listed institutions.

The notification was issued under Section 20(7) and (8) of the Pakistan Medical and Dental Council Act, 2022, following recommendations of the Committee on Medical Education constituted by the Prime Minister. The committee met on 27 March 2025 and 18 December 2025. The Fee Justification Committee then scrutinised audited financial statements submitted by each institution before the Council unanimously adopted the new caps.

The approved annual tuition fee ceilings, as specified in the notification, are:

The lowest cap is Rs1,800,000 at Al Aleem Medical College in Lahore. Three institutions share the highest cap of Rs2,160,000: NUST School of Health Sciences, Bahria University College of Medicine, and Shalamar Medical and Dental College.

Earlier Conditions Remain in Force

The notification states that all terms and conditions contained in the earlier Notification No. PF.I-A(B&A)(Tuition Fee)-2026/60 dated 11 March 2026 remain applicable mutatis mutandis and form an integral part of the new notification. Institutions must comply with both notifications in letter and spirit.

How to Report Non-Compliance

Any person aggrieved by an institution's failure to comply with the fee caps may lodge a complaint through the official PM&DC Complaint Portal. The notification directs all recognised medical and dental institutions and admitting universities to ensure strict compliance.

  • Gather evidence of the overcharge: the institution's fee demand voucher, paid receipts, and any written correspondence.
  • Visit the PM&DC Complaint Portal and enter the required personal and academic details.
  • Select the grievance category related to tuition fee overcharging and quote the 11 August 2026 notification.
  • Upload scanned copies of supporting documents and submit the complaint. Retain the tracking number for follow-up.

What the Evidence Does Not Yet Establish

The notification does not specify whether the approved caps apply to all currently enrolled students or only to new admissions for the 2026: 2027 session. It also does not address whether institutions that did not apply for an enhancement: or whose applications were deferred: remain bound by the earlier March 2026 caps or may seek revision later. The PMDC has not published a consolidated list of institutions whose fee-enhancement requests were deferred or rejected.
