New Regulatory Directives for Mobile Operators
The Pakistan Telecommunication Authority (PTA) has introduced regulatory measures aimed at curbing unauthorized SIM card transactions. Under these provisions, cellular mobile service providers: including Jazz, Zong, Telenor, and Ufone: are held legally accountable for any non-compliant or illegal SIM sales occurring throughout their distribution networks.
Enhanced Biometric Controls and Anti-Spoofing Technology
To counteract fraudulent activities involving artificial or silicon fingerprints, the telecom regulator has made Live Finger Detection (LFD) technology mandatory across all verification hardware. All customer service centers and authorized franchise locations must use LFD-equipped devices when connecting to the National Database and Registration Authority (NADRA) system for identity verification.
Restricted Sales Outlets and Representative Tracking
The distribution of SIM cards is strictly limited to authorized customer service centers and official franchises. To ensure full traceability, every SIM issuance or transaction must be completed using a unique sales representative identification code assigned to the individual handling the sale.
Scope of Mandatory Verification
The enforced LFD biometric protocol applies comprehensively to various mobile account services. Subscribers must complete the live fingerprint verification process when activating a new SIM, requesting a duplicate card, transferring account ownership, disowning a registered number, or processing mobile number portability (MNP).
