The landmark policy introduces systemic reforms aimed at modernizing labor export, enhancing migrant protection, and expanding support services across all stages of migration.
Key Pillars and Digital Reforms
Constructed around five core strategic pillars, the policy introduces a specialized Labour Market Research Cell, overhauled regulations for Overseas Employment Promoters (OEPs), and enhanced oversight for Community Welfare Attachés (CWAs). Central to the reform package is new digital infrastructure, including the PAKTOK App, the Pak Emigrant Management Framework (PEMF), and the e-Informed Migration Framework. These digital platforms are tailored to streamline worker protection, complaint resolution, and remittance tracking.
Skills Standardization and Implementation Schedule
Under the policy framework, Technical and Vocational Education and Training (TVET) curricula are being aligned with NAVTTC and international standards through dedicated Centres of Excellence. To ensure progress, execution is structured across short-term (1 year), medium-term (2 years), and long-term (3 years) phased timeframes under the governance of a national task force.
