The policy impacts an estimated 11 to 12 million Pakistani workers abroad, alongside prospective emigrants, returning workers, and recruitment intermediaries. Implementation will proceed across short-term (one year), medium-term (two years), and long-term (three years) phases. Prospective labor emigrants and current overseas workers are advised to follow updates via the Ministry of Overseas Pakistanis and Human Resource Development online portal for service rollouts and obtain trade certifications through NAVTTC-partnered vocational facilities.
