Overview of Extended Measures
Following approval from the Federal Cabinet during budget deliberations, the Ministry of Finance has formally notified the continuation of fiscal austerity measures for the 2026-27 financial year. The extended guidelines aim to manage public expenditure across all tiers of the federal administration.
Key Spending Restrictions
The notification maintains a complete prohibition on creating new official posts and mandates the abolition of positions that have remained vacant for three years. Capital spending on vehicles, machinery, and operational equipment remains restricted, with specific exceptions permitted for essential service vehicles such as school buses and ambulances. Restrictions remain active on non-essential foreign travel and government-funded medical treatment abroad.
Applicability Across Entities
The directive governs all federal ministries, attached departments, divisions, autonomous bodies, statutory authorities, and regulatory organizations. For State-Owned Enterprises, compliance is statutory under Section 35 of the SOE (Governance and Operations) Act, 2023.
Compliance and Exemptions
Covered bodies are required to circulate the notification internally and enforce budget limits throughout their subordinate offices. Organizations seeking relief from specific restrictions must submit formal operational requests to the Finance Division's Austerity Committee, which retains sole authority to grant case-by-case exemptions.
